


On 15 July 2004 the Parliament of the Republic of Moldova adopted „the Code of the Republic of Moldova on science and innovations”, which regulates the activity in this field.
The encouragement of the scientific research and stimulation of a long standing innovational climate were acknowledged under the law as main priorities for the social and economic development of the Republic of Moldova.
The upward evolution of each country is established by the volume of the scientific-innovational technologies as ratio of GDP. This fact is crucial for the Republic of Moldova, considering the fact that it doesn’t have its natural resources that could contribute to the country economy survival. In this regard, the country leadership decided to mobilize all the available human, material, and financial resources in order to ensure the innovational development of Moldova. In order to give an impetus to the science development, it was adopted a decision to annually enhance the investments in the field of the scientific research, achieving by 2009 a level of up to 1% of GDP (in 2003 – 0.17%).
In compliance with the priority directions concerning the social and economic development of the country, there were established the strategic directions of activity in the field of science and innovations:
The Code on science and innovations radically changed the role of the Academy of Sciences of Moldova within the system of science coordination and administration. The Academy of Sciences of Moldova has become an organization of a national importance in the field of science and innovations, the plenipotentiary coordinator of the scientific and innovational activities, the supreme scientific forum of the country, the scientific advisor of the public authorities of the Republic of Moldova.

The main goal of the Academy of Sciences of Moldova is to accomplish three priority issues:
Recognizing the priority of the development of fundamental researches, a worthy source in order to get new knowledge, the Academy of Sciences of Moldova is guiding the activity of the science and innovation organizations towards the conversion of the scientific researches results into new tools and technologies, in order to be subsequently used by the national economy of the country.
Nowadays, these works are focused within 14 state programs and 34 technological transfer projects, related to the development of new alternative sources of energy, biomedicine, pharmaceutics, nanotechnologies and soil fertility keeping and food safety, the setting up of new types of agricultural crops and plants protection, etc.
The researches in these fields are partly conducted jointly with researchers from the USA, the European Union, the CIS countries, Romania and other states; a considerable share of funds coming from abroad.
One of the main directions of the activity of the Academy of Sciences of Moldova is to eliminate the state of isolation of the Moldovan scholars from the world science. The Republic of Moldova participation in the establishment of a common European scientific space has contributed to the stabilization of the country scientific potential, as well as to the deepening of the mutual exchange with the scientific community of the EU.
A significant event that impacted the scientific life of the country is the signing of the Agreement of Cooperation with the American Fond of Civil Research and Development (CRDF, USA) in 2000.
